Confirm a current DET trade licence and, for any structural or pool work, that the firm handles Dubai Municipality plan approval (Dubai BPS) plus DEWA and Civil Defence NOCs. 2027 Outlook

Two regulatory currents will reshape this ranking next year. The unified Dubai Municipality Contractor Register under Law No. (7) of 2025, with its January 2027 compliance deadline, will for the first time give the licensing criterion hard, verifiable grades — rewarding firms that formalise their registration and engineer competency, and exposing those trading on vague "fully licensed" claims. And the march toward 100% recycled-water use by 2030 will keep pulling water-wise design and TSE-capable irrigation from differentiator to baseline. Expect the 2027 list to separate more sharply along these lines: documented, registered, water-literate contractors rising; marketing-led operators with unverifiable credentials falling. The design-architecture tier (Cracknell, Wilden, Desert INK) and the heritage contractors (Orient, Desert Group) start that transition from the front.
