Top 10 PRO Services Companies in Dubai (2026 Rankings)

Every company and most residents in Dubai depend on a chain of government transactions: entry permits and residence visas with GDRFA Dubai, Emirates ID with ICP, work permits and labour contracts with MOHRE, establishment cards, trade-licence renewals and document attestation. PRO (public relations officer) services companies run that chain on a client's behalf, either one transaction at a time or as an outsourced government-relations department. This 2026 ranking evaluates the firms that sell that service in Dubai. It is not a guide to golden visas or to company formation; where a candidate is mainly a business-setup consultancy, only its PRO service line was scored. We evaluated 45 candidates, directory members and non-members alike, scored 30 of them on seven public criteria, and excluded 15 with logged reasons. No evaluated firm holds Featured (paid) placement, and no manual adjustment was applied. Licensing claims were checked as far as public sources allow: Dubai's regulator registers could not be queried automatically, so most authorisations below are reported as the companies state them, and we say so wherever it matters.

TL;DR

  • 45 candidates evaluated: 30 scored on seven public criteria, 15 excluded with logged reasons (free-zone authorities, a company registry, a freelance-permit programme and firms with no evidenced PRO service line).
  • 10 in the Top 10, 5 Honorable Mentions, 4 Specialty Picks. Seven of the Top 10 hold RECD directory listings and three do not; a listing carries no scoring weight.
  • PRO Partner Group leads (69.00) on balance across all criteria, ahead of Riz & Mona Consultancy (68.00) and Virtuzone (65.75). Flyingcolour and TASC are tied at 64.50 and shown alphabetically.
  • Strict scoring compressed the field. A top score on any criterion required every element of that band to be evidenced; tenure and scale resting only on a firm's own claims were capped. No firm scores above 69.
  • What separates the field is transparency. Only two firms in the Top 10 publish complete PRO price lists (Riz & Mona, Shuraa). Most others quote on request.
  • One official centre status is independently corroborated. Gulf News reported GDRFA's Director-General opening the Amer centre run by Al Taresh Government Services. Other "authorised" or "officially recognised" claims could not be confirmed on a regulator register and were not credited as verified.
  • Methodology: score = Σ(criterion × weight) × 100 across licensing, PRO service depth, track record, corporate retainer capability, pricing transparency, accessibility and reputation. No paid signals, no directory advantage, no tiebreaker.

PRO Partner Group holds the top score (69.00) through balance: it scores 0.75 on six of the seven criteria and falls short only on pricing transparency. It operates across the GCC, with locations across the UAE (Dubai, Abu Dhabi and the Northern Emirates), Oman, Bahrain, Qatar and Saudi Arabia. Its scope covers licence applications, amendments and renewals; visa processing, renewal and cancellation for employees and families; MOHRE quotas and immigration applications; mission visas; MOFA stamping; and a separate "PRO Audit & Consulting" service. Emirates ID and establishment cards are not itemised, which holds its service-depth score to 0.75. Services can be packaged into a monthly retainer, but no dedicated account manager or renewal tracking is documented, so corporate capability also sits at 0.75. In May 2022 it was acquired by The Sovereign Group, which kept the PPG brand and offices, a deal confirmed by third-party reporting; Sovereign is named as a key player in MarkNtel's market research. Its quality policy references ISO 9001, though no certificate number is shown. Ideal client: groups with entities in several GCC markets that want one PRO provider across the region.

Watch item: no prices are published and the founding year could not be found; request a written split between government and service fees.

Riz & Mona scores the maximum on two criteria. Its dedicated PRO page documents the full government chain: entry permits and status changes, medical and Emirates ID steps, investor, partner and dependent visas, labour contracts, WPS registration, work permits, Emiratisation and Nafis support, licence renewals, establishment cards, attestation and legal translation. It also publishes its prices: per-transaction work from AED 1,500, monthly retainers of AED 1,500 to 6,000, and an annual package from AED 4,595. That combination of a defined scope and a published fee is rare in this field. It is held back by its evidence base rather than its offer. The firm operates from The Exchange Tower in Business Bay and says it was founded more than 15 years ago, but that tenure and its 10,000+ businesses are self-claims, so track record is capped at 0.50; its March 2025 acquisition of IBGME was reported only in Gulf News' corporate-news section. Its Google rating (4.8 from 163 reviews) is displayed on its own site, and there is no independent award. Ideal client: founders and SMEs who want PRO costs fixed in advance, from a single visa to an annual retainer.

Watch item: no licence number is shown and the founding year is a self-claim; ask for the trade licence before signing.

Virtuzone is the only firm in the field whose tenure and scale are independently reported: Arabian Business, covering its acquisition by Singapore-based Ascentium in January 2025, described it as established in 2009 and as having helped more than 80,000 entrepreneurs set up companies. The deal was also reported by Enterprise AM, and Virtuzone is named as a key player in MarkNtel's market research. That earns the maximum on track record. Its PRO scope covers residence visas, Emirates ID, e-gate cards, employee visa support, attestation, legal translation, police clearance, powers of attorney, Chamber registration, Ejari and medical-fitness coordination, offered as "scalable packages". MOHRE work permits and establishment cards are not itemised on its PRO page, which holds its service-depth score to 0.75, and no AED prices are published for PRO work. Ideal client: founders who formed their company through Virtuzone and want PRO continuity with the same provider.

Watch item: Virtuzone's Trustpilot rating is 4.2 from 107 reviews, but about 31% are one-star, citing delays and unexpected extra costs; get the scope and all fees in writing.

Flyingcolour is tied with TASC at 64.50 and is listed first alphabetically. It scores the maximum on PRO service depth: its PRO page covers employment and dependant visas, work permits and cancellations, immigration and establishment cards, Emirates ID, labour cards, trade-licence renewals, MOFA attestation, legal translation and medical-fitness processing. Clients choose between three engagement models: case-by-case, a retainer contract and fast-track; no dedicated account manager is documented, so corporate capability sits at 0.75. The firm says it was founded in 2004, employs 175+ people and has served 18,000+ clients, with offices in Dubai Media City (Concord Tower) and DIFC (Gate Avenue) plus Singapore. Those figures are self-claims and its Gulf News coverage is advertiser content, so track record is capped at 0.50. Pricing is described by model rather than published in AED. On Trustpilot it rates 4.3 from 30 reviews, one of which alleges a scam, and Trustpilot notes the company has not replied to negative reviews. Ideal client: companies that want to start with single transactions and move to a retainer as headcount grows.

Watch item: the firm describes itself as an "officially recognised" PRO provider with an in-office Tasheel centre, but gives no authorisation number; ask for it.

TASC is tied with Flyingcolour at 64.50 and is listed second alphabetically. It is the only firm in the ranking that documents a dedicated account manager alongside a retainer, and the only one with the maximum score for corporate PRO capability. It runs PRO as a managed corporate service: retainer packages with a dedicated account manager, monthly statements and a stated 24/7 support system. The scope covers the full employee-visa lifecycle, residence and family visas, MOHRE registration and contracts, Emirates ID, licence renewal, amendment and cancellation, attestation, legal translation and notarisation. TASC says it was founded in 2007 and reports 450+ clients and 10,000+ visas processed, with offices in Dubai Internet City, Abu Dhabi and Riyadh. Those figures are corroborated only by Wikipedia, which is not an accepted source under our editorial standards, so track record is capped at 0.50. Group-level awards belong to TASC Outsourcing rather than the PRO unit. Ideal client: mid-size and large employers that want to outsource an entire PRO function with monthly reporting.

Watch item: no published prices; ask for the retainer terms and what the monthly statement covers.

Al Taresh is the only candidate whose official centre status is independently corroborated. In November 2018, Gulf News reported GDRFA's Director-General opening "Amer Centre – Al Taresh Government Services", then Dubai's second Amer centre, at the Al Kifaf Municipality Centre; the company now lists the centre at the Al Manara Municipality Center. That earns the maximum licensing score. The group (established 2008, per the company) combines a business-services unit, a trustee arm and the Amer centre; with no independent tenure or scale data, track record is capped at 0.50. Its PRO desk handles e-signature and MOHRE signature-approval cards, new establishment cards with MOHRE and GDRFA, licence renewals and amendments, staff visa issuance, renewal and cancellation, Emirates ID printing, medical tests and family residency. The desk is open Monday to Thursday from 07:30 to 17:30 and on Friday from 07:30 to 11:30, and closed at weekends. It publishes no prices and describes no retainer or account-manager model. Ideal client: companies and residents who want transactions completed through an officially supervised counter.

Watch item: no published fees, and its MOHRE, DLD and DHA authorisations are self-reported; confirm the current Amer centre location before visiting.

Avyanco is the only Top 10 firm to display its DET licence number on its PRO page (licence #909402). That number was not checked at a DET register for this ranking, so it scores below the verified maximum. Its corporate PRO page covers employment and investor residence visas, entry permits and status changes, Emirates ID and medical typing, MOHRE work permits and labour contracts, dependant visas, trade-licence renewal, establishment-card updates, MOFA attestation, powers of attorney and notarisation, and it offers an annual PRO retainer. The firm has operated since 2020 and says it has served 11,500+ businesses; it is based in Burj Al Salam Tower on Sheikh Zayed Road. Its shorter track record caps that criterion. Fee figures appeared in a search index but not on the rendered page, so pricing was scored as partial. Its Trustindex aggregate is 4.7 from 782 reviews, including 44 one-star reviews citing unexpected surcharges, refund delays and slow responses after payment. Ideal client: SMEs that want a corporate PRO retainer from a provider that discloses its licence.

Watch item: confirm all fees, refund terms and the licence number in writing before paying.

Shuraa publishes one of the two full PRO price lists in the Top 10: annual packages of AED 7,999 (up to 5 employees), 9,999 (10), 13,999 (15) and 17,250 (20), all stated as excluding government fees. Its PRO page and packages cover visas and GDRFA procedures, labour and immigration card renewals, licence renewals and amendments, MOHRE quotas, MOFA and Ministry of Justice attestation, translation and establishment cards. Under the strict reading of the rubric it falls short of the top band on four criteria: Emirates ID is not itemised (service depth), no timelines or document checklists accompany the prices (transparency), no dedicated manager or renewal tracking is documented (corporate capability), and its 2001 founding is a self-claim, inconsistent with "more than 26 years" on the PRO page (track record, held at 0.75 because MarkNtel names it a key player). Award claims on its site do not name an awarding body. Ideal client: companies with 5 to 20 employees that want a fixed annual PRO fee with government charges itemised separately.

Watch item: according to its Trustpilot profile at the time of review, Shuraa's rating was unavailable due to a breach of Trustpilot's guidelines, and Trustpilot had removed a number of fake reviews; buyers should weigh reviews from other sources.

Connect Resources is an employer-of-record, payroll and HR outsourcing firm operating since 2016 from City Tower 2 on Sheikh Zayed Road, and it is one of few candidates to display a licence number (773036). It sponsors employment visas for clients' staff, and its sister brand Connect Group, at the same headquarters, publishes a PRO page covering visas, Emirates ID, medical tests and document clearing, including apostille, notarisation and attestation. Connect Group is named as a key player in MarkNtel's UAE PRO outsourcing research, which supports its track-record score. Its PRO coverage is the narrowest in the Top 10 (0.50): MOHRE, establishment-card and licence-renewal work are not itemised, and the PRO page on its main site returns an error. Its stated MOHRE accreditation and ISO 9001 and 14001 certificates are self-reported, and its MEA Business Award comes from a paid-entry scheme and was not credited. No prices are published. Ideal client: companies hiring in the UAE without their own entity that need visa sponsorship and PRO support from one provider.

Watch item: the PRO offer is split across two brands whose relationship is not stated; confirm which entity you contract with.

Aurion is a free-zone-oriented consultancy with a broad PRO line. Its PRO page lists visas, Emirates ID typing, labour cards, licence and establishment-card renewals, translation, local and international attestation, powers of attorney and Chamber certificates, which earns the maximum on service depth. The firm says it was established in 2007 and has formed 6,800+ companies, with offices at DAFZA in Dubai and SAIF Zone in Sharjah; with only self-claims and sponsored KT Network coverage behind those figures, track record is capped at 0.50. It displays ISO 9001:2015 certification issued by QS Zurich, though without a certificate number, and claims a DED licence without giving the number. PRO is offered on request rather than as described retainer packages, and the site shows a team of 14. It publishes free-zone setup packages but no PRO prices. Ideal client: free-zone companies, particularly at DAFZA, that need routine renewals and visa processing.

Watch item: small visible team for retainer-scale work; ask who handles your file and how renewals are tracked.

Specialty Pick
Best for Corporate PRO Outsourcing

TASC Corporate Services

TASC runs PRO as a managed corporate service: retainer packages with a dedicated account manager and monthly statements, covering the full employee-visa lifecycle, MOHRE registration and contracts, Emirates ID and licence renewals. It reports 450+ clients and 10,000+ visas processed and has operated since 2007 within the TASC group. It is the only firm in this ranking that documents a dedicated account manager alongside a retainer, which makes it the clearest fit for a company that wants its whole PRO function outsourced.

Specialty Pick
Best Walk-in Government Service Centre

Al Taresh Group

Al Taresh is the only candidate whose official centre status is independently corroborated: in November 2018 Gulf News reported GDRFA's Director-General opening the Amer Centre – Al Taresh Government Services, now located at the Al Manara Municipality Center. Its PRO desk also handles MOHRE establishment and e-signature cards, licence renewals and staff visas. It is open Monday to Thursday 07:30–17:30 and Friday 07:30–11:30, and closed on Saturday and Sunday.

Specialty Pick
Best for SMEs & Start-ups

Riz & Mona Consultancy

Riz & Mona publishes its PRO prices: per-transaction fees from AED 1,500, monthly retainers of AED 1,500–6,000 and an annual package from AED 4,595. It pairs these with end-to-end coverage, from entry permits and Emirates ID to MOHRE work permits, WPS registration and establishment cards. For a founder budgeting a first few visas and an annual licence renewal, that predictability is the deciding factor.

Specialty Pick
Best for Family & Individual Visas

Flyingcolour Business Setup Services

Flyingcolour's PRO page covers employment and dependant visas, Emirates ID, medical-fitness processing, MOFA attestation and legal translation, and it sells PRO work case by case as well as on retainer, so a resident can buy a single family-visa file without a contract. It has two Dubai offices, in Dubai Media City (Concord Tower) and DIFC (Gate Avenue). Among firms not already holding a pick, it scores highest on this pick's criteria: service depth, accessibility and process transparency. It does not publish AED prices, so ask for a written quote that separates government fees.

For businesses

Is your firm missing from this list?

This ranking is rebuilt every year. Every firm listed in our directory is in the candidate pool for the next edition and is scored on the same public criteria as the firms above. A listing never buys a rank, a tier or a better position.

Sector Overview

A PRO services company is a government-liaison provider. It prepares files and runs transactions with the authorities that govern who may live and work in Dubai and how a company stays licensed. The core authorities are GDRFA Dubai for entry and residence permits, ICP for Emirates ID, MOHRE for work permits, labour contracts and establishment registration, the Department of Economy and Tourism (DET) or the relevant free zone for trade licences, and the Ministry of Foreign Affairs (MOFA) for document attestation. Since 2022, the residence visa and Emirates ID have been handled as a single unified application rather than two separate steps (Gulf News).

The volume running through this system is large. GDRFA Dubai issued 1,051,978 new residence permits and processed 910,552 residence renewals in the first half of 2026 alone (Khaleej Times), against a population that reached 4.58 million at the end of 2025. MarkNtel Advisors values the UAE PRO outsourcing market at USD 93 million in 2024 and projects USD 121 million by 2030, with Dubai the leading region.

Three kinds of provider. The market splits into distinct models, and they should not be judged as if they were the same thing:

  • Walk-in government service centres. Amer centres are GDRFA-supervised one-stop counters for entry permits, residence renewals and cancellations and Emirates ID; GDRFA supervision was introduced partly to standardise the application fee (Khaleej Times, 2018). On the labour side, MOHRE approves private-sector Business Services and Guidance Centres; its accredited list counted 152 centres UAE-wide and 73 in Dubai in November 2025. These centres process transactions; they rarely manage a company's whole calendar of renewals.
  • Corporate PRO firms. These act as an outsourced government-relations department, typically on a monthly or annual retainer, tracking expiry dates for licences, establishment cards and employee visas and submitting through the official channels.
  • Business-setup consultancies with a PRO line. Most candidates in this field form companies first and sell PRO work as an ongoing after-sale service. For this ranking, only the PRO line was assessed; setup packages counted only as general evidence of price transparency.

How PRO firms are licensed. Onshore document-clearing and PRO firms operate under a DET trade licence, reportedly under the "Documents Clearing Services" activity. That licence does not by itself give a firm back-end access to GDRFA or MOHRE systems; transactions still route through accredited centres or through electronic authorisations granted per client. We could not verify the activity code at DET and do not publish it. There is no statutory PRO association and no PRO-specific licensing exam in Dubai, which is why claims such as "officially recognised PRO provider" need to be read carefully: on their own they say little.

Ownership is consolidating. The Sovereign Group acquired PRO Partner Group in May 2022, Singapore-based Ascentium acquired Virtuzone in January 2025, and Riz & Mona Consultancy acquired IBGME in March 2025. Larger groups are buying regional PRO capacity rather than building it.

Enforcement is the buyer's backdrop. In September 2026, after an arrest over fraudulent freelance visas, GDRFA Dubai said visa and residency transactions should be completed only through official authorities and licensed, authorised service offices (Khaleej Times). In August 2026, Dubai Police warned of fake job and visa offers made under unlicensed company names and advised checking MOHRE offer letters and the National Economic Register. For anyone choosing a PRO provider, that makes verifiable licensing and clear separation of government and service fees more useful than any marketing claim, and it is why both carry real weight in this methodology.

Every candidate is scored on seven public criteria whose weights sum to 1.00. The final score is Σ(criterion × weight) × 100: there is no tiebreaker, no engagement bonus and no advantage for holding a directory listing. Any score can be reproduced from the published per-criterion breakdown and this weight table.

Licensing & Official Authorisation 0.18
PRO Service Depth (Government Coverage) 0.18

Sources and limits. Evidence came from each firm's own PRO pages, ownership and press reports, government guidance (GDRFA, ICP, MOHRE, MOFA), MarkNtel's UAE PRO outsourcing market research, and review platforms used for context only. The DET, GDRFA and MOHRE registers could not be checked automatically, so licence numbers and Amer or MOHRE centre status are self-reported unless noted. The one exception is Al Taresh's Amer centre, whose opening Gulf News reported. Unverifiable "authorised", "officially recognised", award and ISO claims were capped and not credited as verified. Golden visa processing counts as one item within PRO service depth. Walk-in centres score lower on retainer capability and price transparency by design; that reflects a different service model, not weak service. This ranking is based on publicly available data as of 8 October 2026 (evaluation snapshot), under methodology v2026.3.

Strict bands. A criterion scores 1.00 only when every element of that band is evidenced: for example, corporate capability needs a retainer, a dedicated account manager and renewal tracking, and pricing transparency needs published prices, a split of government and service fees, and timelines or checklists. Tenure and scale that rest only on a firm's own claims, sponsored-format press or Wikipedia are treated as self-reported and capped at 0.50 for track record; an independent publication or MarkNtel's key-player list lifts that cap.

Ties. Ranks #4 and #5 are tied at 64.50, and Honorable Mentions #12 and #13 at 54.50. Methodology v2026.3 has no tiebreaker, so tied firms are shown in alphabetical order; that order is not a judgement between them. Tied entries share the higher badge tier.

Tier sizes. Top 10, five Honorable Mentions and four Specialty Picks. Scoring is algorithmic against the published rubric; the evidence assessment behind each criterion score, and this commentary, are editorial.

Editorial independence. Real Estate Club Dubai operates a business directory and a paid Featured-placement product. To prevent conflict of interest, the ranking score uses only publicly verifiable criteria: there is no directory-listed advantage and no engagement-based bonus (methodology v2026.3+). Featured (paid) status is excluded from the scoring algorithm entirely. 0% of the Top 10 entries in this ranking are Featured customers, and no evaluated firm holds Featured placement. Seven of the Top 10 hold a free RECD directory listing and three are external; a listing or any fee has no effect on score. The editor may apply a disclosed manual boost (−20 to +20) with written rationale; no manual boost was applied in this ranking.

Pre-publish Corrections

  • Licensing bodies are not PRO providers. DMCC, IFZA, Meydan Free Zone, SPC Free Zone, the RAK ICC registry and TECOM's GoFreelance programme were excluded: they licence companies rather than provide PRO services.
  • No evidenced PRO line. Business Setup Worldwide (PRO page covers Qatar only), Decisive Zone (PRO URLs redirect to the homepage), Dubai Business Setup (PRO page returns 404), Kanoony ("PRO" is a subscription-tier name), KGRN Chartered Accountants (generic visa explainer only) and Capital International Group (PRO link serves corporate-tax content) were excluded.
  • Out of angle. Golden Visa UAE (golden visas only), Al Nomadi Tourism (travel agency) and Servcorp (serviced offices) were excluded.
  • Rescored before publication. An editorial review applied the scoring guide strictly and identically to every candidate (see Strict bands). Twenty criterion scores across 15 firms were lowered, which reordered the table: Connect Group entered the Top 10, Business Link UAE moved to the Honorable Mentions, Creation Business Consultants entered them and Commitbiz dropped out. Amer 247 no longer leads its specialty pick, which now goes to Flyingcolour.
  • Claims not credited. Award claims without a named awarding body (including Shuraa's), awards reported only in sponsored-format press, self-displayed review widgets, and Avyanco's fee figures, which appeared in a search index but not on the rendered page, did not raise scores.

Buyer's Guide

Decide which model you need. A one-off Emirates ID renewal, a family residence file and an annual programme of employee visas and licence renewals are different jobs. Walk-in Amer and MOHRE-approved centres process individual transactions; corporate PRO firms manage a company's calendar of renewals; setup consultancies sell PRO as an add-on to company formation. Choose the model first, then compare providers within it.

Due diligence questions to ask:

  1. What is your trade-licence number, which authority issued it, and what licensed activity does it cover?
  2. Are you an Amer centre or MOHRE-approved business service centre yourselves, or do you submit through one? Which one?
  3. Exactly which transactions does your quote cover: visas, Emirates ID, MOHRE work permits, establishment card, licence renewal, attestation?
  4. Can you itemise government fees separately from your service fee, and will I receive the official government receipts?
  5. Is your retainer per transaction, per employee or flat, and what happens when I exceed the included volume?
  6. Who is my named account manager, and who covers when they are away?
  7. How do you track expiry dates for my licence, establishment card and employees' visas, and how far ahead do you warn me?

Red flags:

  • A "visa" offered without a genuine employer, sponsor or licensed company behind it. GDRFA Dubai and Dubai Police both warned against these offers in 2026.
  • Offers made through social media or under names that imply an official government link.
  • A single bundled price that hides the split between government fees and the service fee.
  • "Officially recognised" or "authorised" claims with no licence or centre number to back them.
  • Pressure to pay in full upfront, with no written scope or refund terms.

Green flags:

  • A licence number on the website or contract that you can check yourself.
  • A published price list, or a written quote that separates government charges from service fees.
  • A named account manager and a written renewal-tracking process.
  • Official receipts handed over for every government payment.
  • A clear statement that the firm is a private provider, not a government entity, with the official channels it uses named.

Fee structures decoded. PRO pricing has two layers. Government fees are set by GDRFA, ICP, MOHRE, DET or the free zone and are the same whichever provider submits the file. The service fee is the provider's charge and is negotiable. Among the firms evaluated, published PRO prices run from per-transaction fees starting at AED 1,500 and monthly retainers of AED 1,500 to 6,000 (Riz & Mona) to annual packages of AED 7,999 to 17,250 sized by headcount, stated as excluding government fees (Shuraa). Most firms quote on request. When comparing quotes, put the service fees side by side, and check whether medical tests, typing, translation and courier costs are included or billed separately.

Frequently Asked Questions

What does a PRO services company do in Dubai?

It runs government transactions on behalf of a company or resident: entry and residence permits with GDRFA Dubai, Emirates ID with ICP, work permits and labour contracts with MOHRE, establishment cards, trade-licence renewals with DET or a free zone, and MOFA document attestation. That is different from business setup, which forms the company in the first place; many setup consultancies also offer PRO as an ongoing service.

Is a PRO services company licensed?

Onshore PRO and document-clearing firms operate under a DET trade licence, reportedly under the "Documents Clearing Services" activity. Amer centres are supervised by GDRFA, and business service centres are approved by MOHRE. A trade licence alone does not give direct access to government systems, so ask any provider for a copy of its licence and for the official channel it submits through.

What is the difference between an Amer centre and a PRO company?

An Amer centre is a GDRFA-supervised counter that processes visa, residency and Emirates ID transactions. A PRO company prepares the files and manages the whole process for you, often submitting through Amer and MOHRE-approved centres, and may sell corporate retainers that track every renewal date. Al Taresh Group operates an Amer centre and a PRO desk under one group.

How much do PRO services cost in Dubai?

You pay government fees, which are fixed by the authority, plus the provider's service fee. Published examples in this ranking: Riz & Mona charges from AED 1,500 per transaction, AED 1,500 to 6,000 a month on retainer, or from AED 4,595 a year; Shuraa's annual packages run from AED 7,999 to 17,250 excluding government fees. Estimate the government side with our visa cost estimator, and see our work visa cost guide.

How can I avoid visa scams?

Use official authorities or licensed, authorised service offices, as GDRFA Dubai advised in September 2026. Dubai Police advises getting a MOHRE offer letter, checking its reference on MOHRE's status service, and searching the employer in the National Economic Register. Never pay for a "visa" sold through social media, and remember that a visit visa does not permit work.

How is this ranking determined?

By a published methodology (v2026.3) scoring candidates on seven public criteria with weights summing to 1.00: licensing and official authorisation, PRO service depth, track record, corporate PRO capability, pricing transparency, accessibility and reputation. The final score is Σ(criterion × weight) × 100, with no tiebreaker and no directory-listed advantage; tied firms are shown alphabetically and share the higher badge tier. A top score on any criterion requires every element of that band to be evidenced, and self-reported tenure or scale is capped. See the rankings methodology.

Is this ranking sponsored?

No. Rankings are editorial. The "Featured" badge you see on listing cards is a paid placement product separate from these rankings. Featured status does not affect ranking position. Methodology is published; algorithm scoring excludes paid signals. None of the firms evaluated in this ranking holds Featured placement.

Can my company be evaluated next year?

Yes. Email [email protected] with your trade-licence number and issuing authority, any Amer or MOHRE centre accreditation, your website and a short profile of your PRO services. You may also claim a free RECD directory listing; it adds your firm to the default candidate pool but is not required for evaluation and confers no scoring advantage. Rankings are reviewed quarterly and fully refreshed each year.

2027 Outlook

Three developments are likely to shape next year's ranking. First, enforcement: with GDRFA Dubai and Dubai Police both warning in 2026 against visas sold outside licensed channels, buyers and regulators are likely to put more weight on provable licensing, and firms that publish licence numbers and name their submission channels should gain. Second, the official centre network keeps growing, with 73 MOHRE-accredited business service centres in Dubai as of November 2025, which puts pressure on PRO firms that add little beyond queueing. Their value will rest on renewal tracking, account management and fee transparency. Third, consolidation: the Sovereign, Ascentium and Riz & Mona acquisitions suggest more regional groups will buy PRO capacity. If register access becomes available, the licensing criterion will move from self-reported to verified scores. Companies to watch: MBG Corporate Services and Business Link UAE, tied at 54.50 this year. Both would gain from independent evidence of tenure and scale, and MBG from publishing its retainer pricing.
